On May 22, the Styrene Enterprise Expert Guidance Service was launched. The First Division of Hazardous Supervision of the Ministry of Emergency Response organized training for all experts and put forward work requirements. At the same time, the Guidance Service Expert Group held preparatory meetings in Panjin City, Liaoning Province and Dongying City, Shandong Province.

Panjin City, Liaoning Province

At the meeting, Qi Zhenjie, the leader of the guidance service expert group, introduced the work arrangements and overall requirements of this guidance service, and emphasized the work discipline. He interpreted several typical accidents that have occurred in the field of hazardous chemicals recently, and conveyed the purpose, significance and relevant requirements of the expert guidance service for styrene enterprises, and arranged the key work.

Du Jianliang, deputy director of the Hazard Chemistry Department of the Liaoning Provincial Emergency Management Department, requires that first, enterprises should attach great importance to this styrene enterprise guidance service work. Through this guidance service, check the development of the previous work, find gaps, make up for shortcomings, and draw inferences from one case to stimulate endogenous motivation. Second, the local expert team should deeply study the working methods and methods of the guidance service expert group, give full play to the role of a bridge, and better serve local enterprises. Third, the local emergency department should strictly enforce the law, carry out classified rectification, actively look for gaps and shortcomings, and formulate improvement measures. Fourth, the city and county governments should further promote the centralized management of hazardous chemical risks, implement the front command, wall chart operations, complete various tasks according to the time node, and integrate the centralized management of hazardous chemical risks with the supervision of special projects of major hazardous sources of hazardous chemicals and the inspection of production safety.

The meeting was chaired by Qi Zhenjie, all members of the expert group, Du Jianliang, deputy director of the Hazardous Department of the Liaoning Provincial Emergency Management Department, Wang Hongtao, deputy director of the Panjin Emergency Management Bureau, Wu Dapeng, leader of the Hazardous Chemical Detachment, Liu Xikai, director of the Panshan County Emergency Management Bureau, Jiang Yanjun, director of the Emergency Management Bureau of Shuangtaizi District, Liu Zedong, director of the Emergency Management Department of the Liaobin Coastal Economic Zone, and the main person in charge of the styrene enterprise. More than 30 local experts who followed the study attended the meeting.

At the meeting, the working secretary Gong Yongxian introduced the purpose, requirements and significance of the expert guidance service for styrene enterprises, interpreted several typical accidents in the field of hazardous chemicals recently, deployed the work arrangements of this guidance service, and emphasized the work discipline.

Jiao Zongjun, vice minister of Dongying Economic and Technological Development Zone, said that all problems found by expert guidance services will be accepted, and enterprises will be urged to establish "one enterprise, one policy" rectification and improvement plans, implement hidden rectification and closed-loop management requirements, and strengthen rectification and tracking supervision to ensure that guidance services are effective.

Li Xiumei, chief of the Hazardous Chemical Section of Dongying Emergency Management Bureau, warmly welcomed the arrival of the guidance service expert group. He demanded that all enterprises should comprehensively and systematically carry out the investigation of styrene risk hazards, find out the shortcomings and weaknesses of their styrene risk management and control; focus on the use of styrene, loading and unloading, and the safety management of major hazard sources, implement precise management, and effectively strengthen major risk management and control; to carry out traceability analysis of hidden dangers from one example to three examples, in-depth search for the deep-seated reasons that lead to hidden dangers, and resolutely avoid the recurrence of similar hidden dangers; to further promote the "mechanized replacement, automated reduction, and intelligent unmanned" project, and promote the automation of the whole process of styrene enterprises. The information system such as automatic positioning of personnel, informatization of the whole process of special operations and video monitoring, digitization of dual prevention mechanisms, and intelligent video monitoring will be built to achieve digital transformation and intelligent upgrading.

More than 20 people attended the meeting, including the safety director of the styrene production and use enterprise in Dongying City, the director of the relevant county emergency bureau and the person in charge of the hazardous chemical department.

After the meeting, the expert group interpreted the "Guidelines for the Investigation of Styrene Safety Risk Hazards (Guidelines) ".
