At around 2:30 local time on May 7, 2020 (around 5:00 Beijing time on May 7), the LG Polymer India Company located in the Visakhapatnam area of Andhra Pradesh, India, was preparing to resume work during a styrene toxic gas leakage accident. So far, 11 people have died, more than 1,000 people have been poisoned and sought medical treatment, and more than 3,000 people have been evacuated.
In recent years, styrene production safety accidents have also occurred in our province. On May 28, 2012, a fire accident occurred in the styrene storage tank of Huizhou Xingda Petrochemical Industry Co., Ltd.; on August 31, 2019, a fire accident occurred in the styrene warehouse of Zhaoqing Judubang Chemical Industry Co., Ltd.
Corporate security is particularly important and must not be taken lightly!
In order to deeply learn the lessons of the accident, effectively strengthen the safety prevention work of styrene, and ensure the stability of the security situation in our province, the Guangdong Provincial Emergency Management Department issued the "Warning Letter on Strengthening the Safety Prevention Work of Styrene-related Enterprises" to the province's emergency management departments and related enterprises, requiring styrene-related enterprises to give early warning, take precautions, and immediately conduct self-examination, and do the following three tasks:
Immediately start the "one game of chess" response mechanism
All localities and enterprises should adhere to the concept of "life first, safety first", treat other people's accidents as their own risks to prevent, and focus on dangerous chemicals such as styrene, acrylic acid, and ethylene oxide. Strictly implement the requirements for temperature-controlled storage such as spray cooling, ventilation, and refrigeration under high temperature conditions, and strengthen anti-leakage management.
Under the normalized conditions of epidemic prevention and control, it is necessary to comprehensively check whether the safety production work keeps up with the adjustment of epidemic prevention and control status, whether the safety supervision keeps up with the adjustment of enterprise production, and whether the enterprise safety management keeps up with the adjustment of production rhythm.
Deepen the implementation of the "Four Orders and Three Systems"
To integrate the "four orders and three systems" into the internal safety management system and control documents of the enterprise, the fire order, the start order, the shutdown order, and the resumption order must be signed and approved by the main person in charge of the enterprise, and the special operation system for limited space must be strictly implemented. The duty room (central control room) is on duty 24 hours a day, and the company leader is on duty.
For enterprises that do not implement the "Four Orders and Three Systems" properly, local emergency management bureaus should take measures such as notifying, interviewing the main person in charge, and increasing the frequency of law enforcement inspections to include key supervision enterprises.
Enhanced security measures implemented
Styrene-related enterprises should immediately organize a safety risk identification in terms of equipment and facilities, operating environment, management system, etc., and strictly comply with the requirements of "Industrial Styrene" (GB/T3915-2011) and "Key Supervision of Hazardous Chemicals Safety Measures and Emergency Response Principles for Accidents". Comprehensive investigation and rectification of potential risks in the production, storage and use of styrene, and strict implementation of temperature control measures in storage sites (facilities).
Styrene storage tanks are equipped with safety devices with liquid level, temperature remote recording and alarm functions as required. It is strictly forbidden to mix styrene with oxidants or acids, and it is strictly forbidden to overstore and overdue storage to cause the failure of polymerization inhibitors. Explosion-proof lighting and ventilation equipment should be installed in the styrene-related operation area. Styrene-related employees are familiar with dangerous characteristics and master emergency response measures to effectively improve safety awareness.
In addition, local emergency management bureaus should carry out in-depth inspections of special projects for safety during the flood season, and increase supervision and law enforcement. If there are any "four prevention" measures not implemented during the flood season, the temperature control measures of storage places (storage tanks) are not in place, styrene is mixed in violation of regulations, excessive storage, and the capacity of packaging materials does not meet standards, etc., they will be ordered to stop production and rectification. For those with high risk, immediately stop using styrene storage tanks or warehouses, withdraw operators in a timely manner, and properly handle them under safe conditions to strictly prevent accidents.
